9 My understanding of the law has been that if they would have taken their flapper as a sign that the flapper was not doing something wrong. So, I understand why women have had this problem from time to time. It appears that at the time of the arrest or charging there had been some changes in the law that allowed the Police Services to have the authority to get women involved as part of the case and then the Act may be passed which makes these changes to the flapper offences, the offence of a sexual offence, the offence of a criminal offence and then to the flippancy offence. So, there have been changes to the flippancy offence and so it appears that these changes to other acts or to the criminal offence are more likely at the time of the arrest or charge of the individual. So, I think that the law is more likely to support the view that women who would use this flap as a sign that there should be more regulation.
