Coca-Cola, an ultra-low-cost company with roots in France, was awarded most lucrative contracts for its advertising at the Paris Olympics in 2009, becoming the latest sponsor to win international advertising contracts this summer.

Since then Coca-Cola has paid the likes of the New York State Department of Transportation 19.3 million and New York State Attorney General Eric Schneiderman 10 million, the New York Times reported last month. However, Coca-Cola has still not yet taken on any of that award money.

Coca-Cola recently revealed that it will not continue to be able to make its annual ad campaign to encourage drivers to be more aggressive with speed, the Times reported, citing a source familiar with the matter.

The Times further described the problem as a lack of transparency in the company’s relationship with the country’s transportation sector.

Coca-Cola was recently set up as a subsidiary of Germany’s state-owned GDF Group. According to a 2012 Business Insider report from Germany for Coca-Cola , it is the third largest German-owned consumer brand to become a company subsidiary over the past year.

In June 2014, Coca-Cola bought the former Volkswagen car maker Cargill (NYSEVOWG) for 1.7 billion, and the company is now headed for 16 billion in next year’s budget.
