Why am I seeing the difference in the video quality on both cameras

When I put down the focus or zoom control for a picture I notice that the image is not clear for about 3 milliseconds or 2 seconds, so that makes the camera feel even sharper and sharper as you might expect. Some cameras use a single speed in their lens so that when you move the focus or zoom control to set the focus in motion you will get a better view of the scene with the camera. This really only works when moving the focus or zoom control in both conditions, which is why I am not sure which will work.

Another important observation is I understand the difference when using an old camera or not using a new camera and the reasons are different.
